Luke Takeuchi – Chief Executive



Luke has worked in the housing sector for over 16 years within local authorities and housing association’s in   England and Wales. He qualified with an MSc in Housing   from Cardiff University. He is a Chartered member of the Chartered Institute of Housing.

Following several years working for local authorities in Wales, Luke moved to England to work for Places for People Group, one of the largest property management and development companies in the UK. Luke overseen large multi functional teams and led on regeneration projects and operations in the South West and North West of England whilst working as the Regional Manager.

In 2014 Luke returned to live in and work in Wales and begin his new role as Director of Housing Services with Rhondda Housing Association where he led on the transformation of the association’s housing services, implementing new performance software and re-designing the structure of the team to significantly improve performance. Following 4 years in this post Luke took up the role of Chief Executive at RHA in 2018.


Jen Ellis – Director of Operations

Jen is a Chartered Member of the Chartered Institute of Housing and has a breadth of experience whilst working for Rhondda Cynon Taf Council in various housing positions over the last 17 years. This has included managing the Council’s leasehold portfolio and right to buy service, commissioning new affordable housing, managing the Council’s housing enforcement and private sector grants services, leading on housing led regeneration projects throughout the borough, and providing the strategic direction and policy framework for all housing services in RCT including housing allocations.

Jen brings a great deal of experience and knowledge to this newest role within the Executive Management Team and provides us with a clear strategic direction and effective leadership for all our operational areas which will result in continued high quality services for our tenants.


Sara Foster – Director of Finance & ICT

Sara is a Chartered Accountant with the Institute of Chartered Accountants in England and Wales, she qualified at PricewaterhouseCoopers and subsequently worked in both the public sector and in housing.  More recently Sara was Director of Finance at Bridgend College, this included responsibility for funding, finance and procurement, and Management Information Services including student data and enrolment. Sara’s work involved setting up a subsidiary company to grow commercial training activities, transforming the finance team to improve performance and customer service and leading on a systems review and implementation for Finance, HR-Payroll and Student data systems, improving reporting and real-time data and management information across the organisation.


Matt Worton – Director of Development

Matt was appointed as our Development Director in April 2019, having previously been our Head of Development. Matt had already led on and  played a significant part in the delivery of residential and commercial developments since joining the Association in 2013. He is now responsible for the ambitious new build development programme in order to maintain the growth of our housing stock, securing diversification opportunities, and ensuring delivery in line with funders and delivery partners requirements.

Prior to his vast accomplishments with our organisation, Matt has previously worked in the sector and for local authorities across, south, east and west Wales.  Having qualified with a MSc in Construction Project Management he has spent the last 16 years delivering complex residential, commercial and strategic regeneration projects from inception to completion within a client project management capacity.
